In this case, it's 482 lines of resolution WITHIN 576 display resolution. Yes, the blank pixels, those black lines on top and on the bottom of the screen, also count.

This is closest to NTSC with 2 extra lines overscan. It doesn't fit PAL at all with 29.970hz. I'm guessing it is converted to progressive scan, so a 482p isn't that crazy. But lets just say 480p to please the gods.
